Most multi-location operators sequence pipeline sites linearly — finish location one, then start location two. The practice ran all three in parallel on a synchronized timeline, structured so each site could walk through the right regulatory door as New Jersey’s multi-location framework matured: the April 20, 2026 satellite rule (P.L. 2025, c.325 — one main dispensary plus two satellites per Class 5 licensee) where the operating entity stays identical, and standalone licenses under the A4151 diversely-owned investment framework (P.L. 2023, c.162) where site-level ownership differs. Operators who waited for the rules to clarify before initiating pipeline development are now queued behind the ones who did not.
